The best way to obtain Ancient Civilization Parts in Palworld is by defeating the Alpha Pal bosses you can find around the islands. Interestingly, this doesn't include the Syndicate Tower bosses that grant you Ancient Technology Points, but is limited to the wandering open-world bosses. Though challenging, they're relatively easy to locate.
Alpha Pals are notably larger than other Pals, and their names appear in red when you look at them, distinguishing them from regular Pals. They are also generally a rarer type of Pal not commonly found in the area. Once you spot one roaming around, it will be marked on your map with an icon, allowing you to return and challenge it later. Another way to acquire Ancient Civilization Parts is by defeating dungeon bosses, but these caves are not marked on your map and have limited spawn times, making them more difficult to find.
For an easier Alpha Pal boss to defeat in the starting area of Windswept Hills, consider targeting Chillet. This Pal is relatively low level and can be found just east of the Rayne Syndicate Tower where you fought Zoe and Grizzbolt. Upon defeat, Chillet drops a couple of Ancient Civilization Parts—enough to build the Egg Incubator and begin hatching the Pal eggs you've collected.
